General Information
La Vergne’s location and population have proven prime for commercial
development. The City has seen a steady increase of restaurants and
retail over the last several years to meet the demands of the
nation’s 61st fastest growing suburb (Forbes, 2007). After potential
developers work with economic development
to find out the incentives of locating in La Vergne, they work with
the City Planner and City Engineer to find out what is needed to
meet the planning and engineering requirements for their site layout.
The Codes Department
is then consulted to find out structure specific issues, building
permit, impact, and tap fees, and signage requirements.

Checklists, Fees, and Forms
The City’s standard application is required for site plan and plat
submittal. Board of Zoning Appeals and rezoning submittals must
include this along their own application. The City also has
checklists to assist with site plans, preliminary plats, final
plats, rezonings, special exception, and variance applications.
These applications must be accompanied by a submittal fee and
other required information.
It is best to call and schedule an appointment to discuss planning
items in depth to ensure that all items have been researched and
documents are ready.
Preconferences for Planning Commission and BOZA submittals are
highly recommended, in order to avoid delays in the approval
process. Preconferences can be scheduled through the City Planner
or City Engineer. The list of submittal dates can be found below.

Recent Regulations
Recently passed regulations include
PC Resolution 2008-01
and PC Resolution 2009-01,
which clarifies the sidewalk requirements, and Ordinance 2008-16,
which amends parking requirements. The City has been examining
options to regulate development more effectively, such as
differentiating permitted uses within commercial districts and
establishing design standards within
Overlay Districts.
The City is required to allow uses as permitted within the
current zoning ordinance, which if not differentiated, can
allow the proliferation of incompatible types of development.
However, property rights are always a concern when considering
changes in zoning regulation, which will be weighed heavily.
It should be kept in mind that the prior ordinance is a draft
version that may not be officially proposed.

Projects
Several projects are planned for La Vergne, the most anticipated of
which is the Waldron Road widening project. Right-of-way and easements
are currently being acquired, and the project is planned to start in
2009. Once complete, it will alleviate a highly congested corridor
and open up the city to further economic development. The project will
include five lanes and sidewalks, which will connect La Vergne’s two
other major arteries, I-24 and Murfreesboro Road.
